Age and Driving License Requirements
Minimum Renting Age:
Please confirm minimum age for renting each car group you have on fleet
You must be at least 23 years old + 1 years driving experience to rent at this location. If you are aged between 23 and 25 years old you must pay a young driver surcharge of GBP 32.50 incl VAT (GBP 37.70 Premium location fee) per day (capped at 10 days) and can only rent car groups A B C E, M and I.

Driving License Requirements / Restrictions:
Please confirm whether the renter needs to bring both there driving license and international driving license
All drivers of the vehicle must be in possession of a full, valid driving licence which they must have held for a minimum of 12 months. UK drivers with a photo card driving licence should present the photo card. Failure to bring a valid photo card driving licence may result in the rental being refused. Old paper style licences are accepted.

We may require customers to consent to their licence records being accessed as needed*. Expired photo card licences will not be accepted and rental will be refused. All UK customers will need to hold a full and valid licence free from any endorsements excluded in our terms & conditions. If your licence is in non-roman alphabet (e.g. Japanese), you will need the original licence AND an international driving permit.

In the UK, if any driver has any unspent driving convictions for:
- careless, reckless or dangerous driving,
- driving or attempting to drive whilst under the influence of drink or drugs,
- using a vehicle uninsured against third party risks,
- theft or unauthorised taking of a vehicle – or,
- been disqualified (or anything similar) in the last 10 years – or

Or if you have 2 or more unspent convictions for offences not listed above, your rental will be refused.

* The following Budget stores will require customers to bring their DVLA 'Share my Licence' code at the time of rental; Barrow In Furness, Blackpool Airport, Bolton, Carlisle, Chester, Lancaster, Reading, Stoke-on-Trent, Warrington, Warrington Bank Quay Train Station, Workington. For more information regarding the paper licence changes at these locations please contact the store directly.

For rentals in Ireland, customers must have been eligible to hold a valid driver's licence for 8 years of which 2 must be at a full driver's licence qualification; there may be restrictions in Ireland for renting over the age of 75. If renting in Ireland, please contact the rental location directly for more details. For rentals in other countries, the licence is typically required for at least one year (please check the terms and conditions of the renting country prior to booking).

Residents of EC countries can use own licence from country of origin.
Non-EC residents can use own licence for max 12 months after entry to UK. Please be aware that the issuing date on US licences will change when a customer changes address so it is important to bring proof that they have held a licence for over 12 months.
Drivers will need to be in possession of a valid credit card in their own name, to cover the damage excess deposit. UK residents should also provide 2 forms of proof of address e.g. utility bills / bank statements (or similar).
None UK residents should provide their passport.

Fuel Charges (per litre): Please confirm whether a renter will receive a car with a full tank of fuel. Customers are required to return the vehicle with full tank or the following surcharge will apply, pump price + % uplift per litre service charge.
EZ Fuel Fee - Where you have driven 75 miles or less, there will be a flat fuel fee of £14.40 including VAT (regardless of whether the fuel gauge shows the fuel tank as full) unless you can prove the vehicle has been refuelled by providing a refuelling receipt from a petrol station.
Jersey, Guernsey and the Isle of Man have different fuel requirements. Vehicles for rental in Jersey and Guernsey must be returned with the same amount of fuel as at pick up, (usually a quarter full tank). In the Isle of Man, the vehicle will usually be provided with sufficient fuel to reach a fuelling station, you should return the vehicle with a similar amount of fuel in the tank. You will be charged where the fuel tank of the vehicle, as shown on the factory-installed fuel gauge, is less than these amounts.

If you are late we will guarantee your rental for 24 hours. After this time your reserved car may be released and rented to another customer.

Out of Office Hours - Return
If the vehicle is returned outside of office hours the driver is liable for damage or theft until the car has been inspected by a member of Budget staff.
You may return the vehicle out of hours if you request this at the time of booking. There is no charge for this service.

Late Return
Unless agreed differently, all customers must return the vehicle and any optional extras at the time/date and location stated on their rental agreement. If the customer believes they will be late, it is in their best interest to request an extension from us. If the customer is then late in returning their vehicle ,they must pay for an extra day's rental for the vehicle and any optional extras plus a late return processing fee for each day/part of a day they are late. The processing fee is EUR 15.00, UKL 15.00 or the equivalent amount in the renting country currency.

LONDON CONGESTION CHARGING
The charging hours within the Congestion Zone are from 7.00AM - 6.00PM. The fee is applicable from Monday to Friday. No charge will be made at weekends or on public holidays. Drivers should look out for the Congestion Charge signs en route.

For further information about the congestion charge fee, how to pay and any penalties, please refer to www.tfl.gov.uk.

Do I need to pay to use the Dartford Crossing?
If you are using the Dartford Crossing (tunnel or bridge) there is a charge you will see advertised before and after the crossing. For ease of use and peace of mind, Avis will make this payment on your behalf automatically.
A £2.50 fee, which includes all our administration costs, will be charged to the payment card registered to your rental within 14 days of using the crossing.

SMOKING LEGISLATION
Legislation in the UK bans smoking in public places, workplaces and vehicles. Please be aware that all Budget’s fleet and premises in the UK are no-smoking environments. You may be charged for additional cleaning costs if evidence of smoking is found in one of our vehicles.

Our total liability to you in relation to your use of this website and the information contained on this website will not exceed the dollar amount of the deposit we have received from you in relation to your booking/rental. Refunds will not be made for bookings cancelled due to inclement weather. Again, we strongly recommend that you take out travel insurance. To make a booking you must complete our booking form which is easy to follow and secured with the latest encryption technology. Once we receive your form, we will, subject to availability, confirm your booking by emailing you a confirmation voucher and invoice.

If you are booking via phone, please make sure you have read the terms and conditions of the vehicle you wish to rent first. Our reservations consultant will ask you if you have read the terms and agree to them before proceeding. The onus is always on the renter to ensure they make themselves fully aware of the terms displayed on our website.

Vehicle capacity and fitness to drive
Under no circumstances are you permitted to carry more passengers than the vehicle you rent is legally registered to carry, and if you do your insurance may be invalidated. The number of seatbelts (and passengers) is indicated next to each vehicle on this website. Luggage capacity where shown is an indication only and we will not be responsible should you be unable to fit your entire luggage into a vehicle. It is your responsibility to choose a journey that is within your capabilities. A vehicle supplier can refuse to rent a vehicle to any person who is in their opinion unfit to drive or does not meet eligibility requirements. In such circumstances we will have no further liability to you.

Disputes
If you are unsatisfied with our service, please contact us within 48 hours of placing your booking or request and we will work to resolve any issues and determine if compensation is due. In the event you have completed your rental and are unhappy with your vehicle, we are happy to assist you in seeking compensation from the operator of the vehicle.
